端方是清末新政时期的重要官员 ,赴欧考察政治的五大臣之一 ,具有革新思想。他对清末教育提出了一系列的改革建议。在任地方督抚期间 ,他大力兴办新式学校 ,推动了中国教育的早期现代化。

Duan Fang,who had once been one of the most important local officials in the late period of Qing Dynasty,put forward a series of reformatory suggestions and ideas in the field of education,and positively put them into practice. He also put up many Western style school,which improved the early educational modernization.
