摘要
从基础设施产业的自然垄断性质出发,分析了自然垄断产业治理的基本方式即国有化与规制的逻辑替代关系。在此基础上,运用克鲁和克林多佛尔对自然垄断产业治理方式的比较制度分析结论,推论出基础设施产业规制体制改革的目标指向是实行激励性规制。结合基础设施产业改革的国际实证分析、推导出基础设施产业规制体制改革的基本框架,并着重分析了在具体推进基础设施产业规制体制改革时所面临的一些突出问题。
Based on natural monopoly nature of infrastructure industry, the paper analyzes the basic methods of governing natural monopoly industry-logical relationship between nationalization and regulation. Then by using comparative system analysis conclusion of Crew and Kleindorfer on natural monopoly industry governing method, the paper concludes that the objective of infrastructure industry system reform is to carry out incentive regulation. A framework of infrastructure industry is then derived from analysis on international practice of infrastructure industry reform. Some outstanding problems in the process of promoting infrastructure industry regulatory system reform are specially analyzed.
