简述了海南省公路交通的现况和今后发展的战略目标，提出了公路网结构调整的重点和公路建设的三大阶段。到２０２０年，实现海南公路大绿龙以及由公路铁路、港口、机场、管道构成的现代化综合运输体系。并提出了筹措公路建设资金的７大办法。
