The paper makes a definition about “separation 'of property right of Tourism resources from managerial right theoretically. It points out that the theory of “inseparation'has far logged behind the reform and developing practice and makes an anyalsis of the necessity and feasibility of “separation 'from the combination of theory and practice.The paper offers the viewpoint that “separation'is conducive to both protection and development and is able to realize the benign cycle.The paper also makes an initial discussion about the establishment of supervisory operative mechanism while realizing “separation'.
