摘要
本文结合十年来地勘行业改革的实践,认为目前地勘管理体制改革应重点抓好:(1)多方开辟资金渠道,除国家预算内地勘费逐步增加外,要建立勘查基金、增加地方财政对本地区地勘项目的投资和由银行协助吸收社会资金;(2)加强多种资金的宏观调控;(3)促使地质成果商品化的发展;(4)适应地勘单位具有事业和企业性双重性质的特点,实事求是地制订各项政策;(5)进一步完善地质项目管理,提高投资效益;(6)搞好地勘队伍结构调整,发展多种经营。
Based on the geological reform carried out over the past decade the author deems that the present reform of the administrative management system of the geological prospecting trade Should focus on exerting more efforts on 1) seeking funds from diverse sources, that is, besides a gradual increase of prospecting funds in the state budget, it needs to build up a geological prospecting fund, get more support from local finance for investment in prospecting projects and raise funds from society with the aid of the banks; 2)strengthening macro-control over various kinds of funds; 3)promoting commercialization of geological results; 4) formulating practical policies fit to the dual character (institution+enterprise) of the prospecting units; 5) further improving the management of geological projects to win better investment returns; and 6)readjusting the organization of prospecting forces and developing diversified business.
