摘要
本文认为摆脱目前地勘工作规模萎缩、发展后劲不足的困境,除了适当增加地勘费投入外,更重要的是在于改革经济管理体制,建立起在一定范围内能够自我调控、主动适应经济建设发展需要的经济运行机制。一是把地勘费使用方向主要放在基础地质和普查找矿上;二是建立地勘成果有偿使用制度;三是在地质市场和多种经营方面要充分运用市场调节的作用;四是要努力提高地勘费的使用效果。
Reform of the management system and establishing a self-regulated operating mechanism are most essential, besides increase of funds, to geological prospecting work now confronted with shrinked scope of work and insufficient strength for development. To meet the needs of development of the country's economic construction, it is also necessary to take the following steps and measures: to give priority to basic geological studies and ore-searching activities in the use of funds; to establish a system of charged transfer of geological and prospecting results; to give play to market regulation in exploring the geological market and multi-business operation; and to strive to make effective use of funds for better results.
