摘要
本文在介绍了山东省地矿局所属地勘单位上一轮承包经营情况的基础上,认为承包经营责任制是当前经济条件下一种不可替代的现实选择,应继续坚持、发展、完善,并对新一轮承包的形式和期限,承包者的选择、承包指标的确定、利益的分配、强化约束机制、合同的兑现等一些方面提出了建议。
After giving an account of the first round of contracted operation of the prospecting units under the Geology and Mineral Resources. Bureau of Shandong the author deems that. under present conditions, the contractual managerial responsipility system is a practical choise that cannot be substituted by any other means. Therefore it should be kept up, further developed and perfected. For this purpose, the author put forward in this article suggestions in regard to the following aspects: the form and period of the new round of contracting; the selection of contractors; the setting of contracting quotas; the distribution of profits, strengthening of the control mechanism and fulfilment of contracts.
