摘要
本文通过地矿部门自1987年以来,先后在广东、河南等6个省地矿局和华北石油局进行以局为单位的职工退休费用部门统筹试点情况,就地勘单位职工退休费用统筹模式的选择、劳动保险基金的征集和管理、如何有利于向社会统筹过渡、部门统筹与社会统筹的关系。
Based on the practice of overall arrangement of retirement pays by separate departments, each as a basic unit, tried out in bureaus of geology and mineral resources of 7 provinces, including Guangdong and Henan, and the North China Bureau of Petroleum, the article discusses such related problems as selection of an optimum pattern of pension paying, raising and management of labor insurance funds, ways and means that are favorable to transition of pension paying by departments to pensioning by society, the relationship between these two ways, and the necessity of strengthening control and propagation in this field.
