摘要
作者认为当前地勘单位资金短缺的原因要做深入具体的分析。虽然近年来国家预算内地勘费相对减少,和地勘单位兴办多种经营的初期占用了大量资金、流动资金周转缓慢等与之有关,但其根本原因是由于前一段时间,过分强调了微观搞活、放权让利,而对资金的使用、补偿缺乏宏观调控和对资金积累缺乏足够的重视。因此,必须建立积累政策,完善分配办法,提高资金的利用效果。
With regard to the shortage of funds faced by geological prospecting units, it requires a penetrating analysis of its causes. Although relatively reduced funds from the state budget, spending of large amount of capital on initiating diversified operation and low turnover rate of circulating capital are part of the causes, the authors think that the basic reason lies in the previous undue stress given to micro-flexibility and the delegation of power to lower levels for them to win more profits, thus loosening macro-control over the use, compensation and accumulation of capital. So it is necessary to formulate policies for capital accumulation, perfect the distribution systems and strive to produce better results in the use of capital.
