摘要
本文论述了地勘单位管理升级的作用,但目前存在的难点是:管理的基础差、考核指标和各等级的指标水平难以做到科学合理、激励机制与约束机制还不健全。认为应该处理好管理升级与改革和各项专业管理等几个关系。
While elaborating on the significance of the upgrading of geological prospecting units the author points out that there are some difficulties in its implementation, which are manifested by the following points : lack of a solid foundation of competent management, the difficulty of maintaining a rational relationship between the general eramination norms and those for different grades, and the encouragement and restrainst mechansims not yet being perfect. So it is necessary to handle well the relationships between the upgrading and reform, as well as the management in various specialized fields.
