比较了德国、英国、美国的建筑法律体系，提出了我国建筑法律体系中目前存在的几个重要的问题，如管理方式上过于依赖政府部门，未能有效发挥行业协会和学会的作用，规范形式上不完整，缺少技术性规范的补充，建筑法律在实践中未能发挥太多的效用等，在此基础上提出了几点建议．

The associations and learned societies cant func- tion very well. The management depends too much upon the government. The construction law in China can not be brought into an play due to the lack of perfect standards and supplementary technical regulations. Some suggestions are put forward here so as to solve be problems.
