中国产城融合的现实背景与问题分析

Analysis of Realistic Background and Problems in Integration of Industries and Cities in China

产城融合这一命题是本轮中国快速城市化进程中因产业发展与城市空间扩张脱节,产生了大量所谓鬼城的背景下提出的。无论是从全国范围、都市圈范围还是从单体城市范围看,城市空间与产业发展的不协调问题都普遍存在,并且三个区域层面的问题表现各不相同。建议在新一轮城市规划中,先进行产业规划,再进行城市空间规划。通过这种规划,严格限制那些没有产业支撑的城市扩张冲动。与此同时,对那些产业发展良好的小城镇,则可以解决他们的城市身份,在全国建成一大批生机勃勃、各具特色的小城市。

The terminology of the integration of industries and cities was proposed in the context of irrelevance between industrial development and urban spatial expansion, and the advent of lots of ＂ghost cities＂ in high-speed urbanization. Whether seen from a national, an urban agglomeration or a single city perspective, the discordance between industry and urban spatial development is universal. Hence, it is suggested that in the new round of city planning, industrial planning should be conducted well before the urban spatial planning. The government should strictly restrict the expansion of cities which do not have industrial support. Meanwhile, those small towns with good industrial development should be ratified to being built into small cities. In this way, a large number of vibrant small cities is expected to be built all over the country.
