企业环境信息公开相关基本问题研究

Basic Theoretical Problems Related to Disclosure of Environmental Information of Enterprises

2007年,依据国务院《政府信息公开条例》(2007),中国国家环保总局率先制定《环境信息公开办法(试行)》并于2008年正式实施,其后学术界对于企业环境信息公开的理论和实践予以了相应的关注。对基本理论问题的研究将有利于该项制度的立法完善、促进对制度的把握和产生实施效果。对环境信息公开的兴起与演进规律的探讨、环境信息公开概念内涵与外延的把握及其法律诠释、对企业环境信息公开概念特点及其在中国的特殊性研究,将增进上述目标的实现。

In 2007, the Chinese Environment Protection Bureau （EPB） issued the Environmental＇Information Disclosure Decree which took effect in 2008, according to the Open Government Information Regulations. Later, the academic world began to focus on and study the theory and practice of it. It will not only perfect the system legislation, but also facilitate the understanding of the system and implementing effect to study the basic problems of Environment Information Disclosure（EID） Systems. It will, in addition, facilitate the realization of the above goals to investigate the origin, the connotation, the denotation, the evolution, the characteristics and the specialty of EID in China.
