摘要
当代海洋工程技术的四大技术特征为:多学科集成、高投入、快速成长的高技术、高风险。如何规避海洋工程的高风险,在国际惯例和合同范围内保证、提高工程质量是一种有效、直接的方法。在海油工程各项目建造环节中,焊接及其相关工序占据半壁江山,因而焊接质量控制对整个工程质量起到了举足轻重的作用。作为焊接质量管理五大要素(人、机、料、法、环)之首的焊接技能人才管理是焊接质量控制工作的重中之重。焊工资质管理已不仅是单纯的焊工资格考试与发证,而是集焊工培训与资质认证、项目资质审查、证书管理、焊接一次合格率统计、月度考核等一系列过程控制、持续改进的实践管理工作。
Recently the technologic characters of offshore engineering including:multiple ologies integration,enormous investment,the fast growing technology,high risk. How to reduce the risk in offshore engineering?Improving and ensuring the engineering quality is a better choice according to the project contract or international code. The welding work and its correlative process hold the leading line in all projects in COOEC. Thus the weld quality control is very important for the project quality management. And the welders’qualification management as one of five welding quality management elements(personnel,equipment,material,specification and work environment)is the mostly basic work. Welder qualification management is not just welder certified test and certification,but it is a progress control and persistent improving practical work including welder training and certification,competency examination in project,certificate management,statistic of weld acceptance first,welder assessing monthly.
