摘要
在当今网络时代的背景下，宁波市的信访面临着困惑和挑战。在当今网络时代的背景下，利用手机和在网络论坛等公共平台发帖等新的行为正逐渐代替人为上访，成为老百姓解决诉求的一种重要手段。由于网络信访刚刚起步，许多实践操作的环节存在失当的情况时有发生，许多案件的处置难度也由此加大。如何立足宁波实际，创新信访体制，改进社会治理方式，提升社会治理水平，是本文重点讨论的问题。
This paper starts with the basic idea and political legal status of petition. Firstly, we de-fine the concept of petition and also clearly definite its political legal status in Ningbo. Secondly, thecurrent situation of China＇s petition system is analyzed, the series of the dilemmas which the petitionencounters through the analysis and summarization of the current situation and the source of theproblems are found. Finally, this paper proposed the corresponding reform method based on the analysis of the dilemma and source of the petition system and the current situation of Ningbo＇s politicalsystem.
