On Russia's Energy Legislation and its Impact on the Sino-Russia Energy Cooperation

Russia has developed a series of long-term energy planning and energy legislation since 1990s. Russia＇s energy legislation includes both the basic laws relating to energy and the development of strategic planning of energy. Russian energy laws diverse in the law-making subjects,whose overall objectives are to strengthen the control over strategic resources,while they sway in contradiction between development and conservation of energy. Russian energy laws are significantly affected by the country＇s diplomatic policies,which lead to over-protection and lack of stability in its legislation and in turn restrict Sino-Russia energy cooperation. An understanding of Russia＇s energy legislation and energy planning will definitely help Chinese enterprises to participate in the development and importing of Russian energy.
