基于DEA模型的我国低碳产业政策执行效果研究——以我国电力行业节能减排政策为例

A DEA-model-based Study on Implementation Effect of Low Carbon Industry Policy in China

在低碳经济转型背景下,低碳政策的执行效果对我国的节能减排工作、应对气候变化以及经济社会可持续发展至关重要。利用数据包络分析方法,根据我国27个省、自治区、直辖市电力部门2006—2010年的数据,讨论了我国电力行业节能减排政策的执行效果。研究发现:我国电力行业节能减排政策的执行效果从总体上来说不理想,存在地区差异。导致这种不理想的原因是:政策制定本身存在问题;政策执行过程中管理体制分散、执行主体决策不当、执行主体人员素质不匹配等;产业结构与生产技术问题;地区发展不平衡;政策宣传不到位。

Under the background of low carbon economic transformation,the implementation effect of low carbon policy is very important to China＇s energy conservation and emission reduction,reaction to climate change,as well as economic and social development. In this paper,the data envelopment analysis（DEA） method is adopted. Base on data of 2006 to 2010 from power supply sectors of China＇s 27 provinces,we discuss the implementation effect of energy conservation and emission reduction policy in China＇s electric power industry from an empirical perspective,and analyze its causes. We find that generally the execution of low-carbon policy in electric power industry is not very ideal with regional variety existing,among which,policy implementation effect is relatively poor in Yunnan province. Further analysis is made to summarize the causes of poor policy implementation. Finally,we try to put forward some feasible suggestion so as to perfect the low carbon industry policy execution effect.
