居民阶梯电价实施对广西电网计量技术的影响及对策研究

Research on the Influence of the Implementation of Residential Tiered Electricity Price to the Measurement Technology of Guangxi Power Grid and Countermeasure

研究居民阶梯电价的实施对广西电网计量技术的影响。基于广西电网居民用电现状分析,研究了阶梯电价的实施对不同类型单相电能表和计量自动化等计量基础支持技术的影响,提出了应对技术措施。重点对计量自动化全系统时间同步、电能表月冻结电量抄读进行了研究和改进,并进行了试点测试和运行,成效显著,实现了电能表月冻结电量作为电费结算的依据,有效提高了阶梯电价下电能计量的准确性和及时性。

The influence of the implementation of residential tiered electricity price to the measurement technology of Guangxi Power Grid is studied. Base on the analysis of residential electricity consumption status in Guangxi power grid,the influence of the implementation of residential tiered electricity price to basic support technologies of measurement such as different types of single-phase electric energy meter and measurement automation and so on is studied,and technical measures are proposed. The time synchronization of the whole measurement automation system and the reading of monthly freezing electricity consumption of electric energy meter are especially studied and modified. Experiment has been tested and operated and has significant effect,which realizes that the monthly freezing electricity consumption of electric energy meter is taken as the basis of the electricity billing,and improves effectively the accuracy and timeliness of electric energy metering under tiered electricity price.
