经济发展方式转变视角下的环境规制研究

Research of Environmental Regulation from the Perspective of the Transformation of Economic Development Mode

资源的稀缺性特征决定了可持续的经济发展必然是建立在资源的有效配置基础之上,如何兼顾环境保护和经济发展成为影响经济社会发展亟待解决的核心问题。我国不同经济发展阶段的环境规制政策有一个演变过程,虽然我国实施环境规制政策取得了一些成效,但仍然存在环境规制作用环节不完备、法规制度体系不完善等问题,环境规制对经济发展有一定制约性,可以通过建立环境保护的市场激励机制、完善环境与经济协调发展的财税体制以及建立环境友好型技术创新体系,促进环境保护与经济发展方式转变。

Scarcity of resources determines that the sustainable economic development must be built on the basis of the effective allocation of resources. How to balance the environmental protection and economic development has become an urgent core issue in economic social development. Environmental regulation policy in different stages of economic development has a process of evolution in our country, although some achievements have been made to implement environmental regulation policy, the problems still exist such as environmental regulation effect, laws system is not perfect and environmental regulation has certain restriction on economic development. Through establishing environmental protection market incentive mechanism, we may perfect the system of finance and tax and establishing technological innovation system of environmental friendly to promote the transformation of the economic development pattern and environmental protection.
