1961年,台湾当局陷入阻止蒙古入会还是确保联合国席位的两难境地。为确保"缓议案"续用,蒋廷黻建议台湾当局尽可能避免否决"蒙古入会案",以免法非集团在联合国席位问题上"报复"台湾,这一建议未被采纳。5月,蒋廷黻积极呼吁台湾当局正视阻止蒙古入会必牵连毛里塔尼亚不能入会的现实。台湾当局最终授权蒋廷黻在阻止蒙古入会的前提下,对"蒙古入会案"灵活投票。恰于此时,法非集团向台湾当局频频施压,要求其放弃阻止蒙古入会。蒋廷黻与法非集团交涉无果,遂向台湾当局示警,若阻止蒙古入会,势必影响联合国席位。台湾当局初未采纳蒋廷黻的建议,后在以美国为首的各方压力下决定让步,放弃阻止蒙古入会。然而,在台湾"代表"应否在"蒙古入会案"表决时退席的问题上,蒋廷黻表示可不参加投票,但不应退席,未得到台湾当局的认可。

In 1961,the Taiwan authorities landed itself into the dilemma of stopping Mongolian admission into UN or ensuring its UN seat.In order to ensure the renewal of "Act of Postponement" Tsiang Tingfu suggested the authorities to avoid exercising the veto of "Mongolia's membership application" as much as possible in order to avoid French and Africa Group to retaliate Taiwan on UN seat issue.This suggestion had not been adopted by the authorities.In May,Tsiang Tingfu actively urged the authorities to face up to the fact that preventing Mongolia membership application must implicate Mauritania's membership application.Finally the Taiwan authorities empowered Tsiang to adapt flexible vote on "Mongolia membership application" in the premise of preventing its application.But at the same time French and Africa Group frequently put pressures on the Taiwan authorities and demanded it to give up preventing Mongolia membership application.Because of fruitless negotiations between Tsiang Tingfu and French and Africa Group he warned the authorities that preventing Mongolia membership application must influence the UN seat.The Taiwan authorities had not adopted Tsiang Tingfu's proposal and decided to give up and abandon preventing Mongolia membership application under the different-side pressures led by the US.However,on the issue of whether Taiwan "representative" should leave the meeting when voting "Mongolia's membership application" Tsiang Tingfu stick to not vote but not withdraw which had not been recognized by the authorities.
