摘要
传统中国智库蕴含着咨政智慧的诸多现代化要素,其私人性、专业性、实用性、对等性和准入评价制度的倾斜性特征,可为当代智库建设提供符合决策环境新变化和新要求的现代咨政模式和路径。我们应克服体制改革和机构转型过程中存在的专业化技术化欠缺、行业流动性较低、决策影响力受决策程序和环境限制等问题,通过逐步培育和强化职业精神,建立行业信誉度;加快汇聚事务能力和专业水平兼备的高端人才,适时探索多元体制,革新运营模式,走出一条具有中国特色的当代智库发展之路。
The traditional staff system contains a number of modern elements of political consultation wisdom. Its privacy,professionalism,practicability,equivalence and the tilt feature of access evaluation system can provide the contemporary construction of think-tank with modes and paths of the modern political consultation,which are suitable for the new changes and requirements under the decision- making environment. It overcomes problems that appear when reforming system and transiting mechanism,such as the lack of professional technology,the low liquidity of industries,the restriction of decision-making influence by the procedure and environment. It is definite,by means of gradually cultivating and strengthening the occupation spirit and building industry credibility,including speeding up convergence of high-end talents with ability and professionalism,timely searching pluralistic system,and innovating operation modes,to have blazed a new and Chinese trail in contemporary think-tank.
