统一的健康保险出台,增进了保险费负担的公平性,也强化了＂钱多者帮助钱少者,健康人帮助欠健康的人,年轻人帮助老年人＂的社会团结性。韩国把医疗问题视为基本保障的核心,尽管发展历史并不长,但是透过韩国医疗保障制度演进的四个阶段,可以看出其快速发展的特色。

The history of health insurance system in Korea is not long. It can be divided into A stages: 1960-1980 is the beginning stage: 1980s is the expansion stage; 1990s is the integration stage; and 2000 to now is the promotion stage. The universal health insurance system has not only improved the equity of payment burden, but also created a balanced society where the rich help the poor, the healthy help the sick and the young help the old.
