摘要
社会救助不是一个简单的对贫困人群施以救助的过程,而是推行一种积极的社会救助模式。考虑地情、社情、人情的基本特点,从碎片化走向积极的整合,是当下中国社会救助改革的一个应对策略。
Social assistance is not only a process to aid people who are in poverty,but to carry out a pattern of active social assistance.Considering the basic characteristis of particular ares,from fragmentiztion to active integration and giving full play to initiation are strategies of the reform of China＇s social assistance.
