墨菲定律为政府对网络舆情的应对处理提供了借鉴:其一,网络舆情在全面考验政府及其官员,任何微小的源头都有可能掀起狂风巨浪,政府必须建立网络舆情的长效监测机制。其二,网络舆情有鲜花也有毒草,要认清两者的差别和各自的内在规律,政府应该加强对网络舆情的分析和解读。其三,对网络舆情的控制不当经常会引发严重的社会问题,政府在其中要尽量掌握主动话语权,采取多种措施积极应对网络舆情可能造成的负面影响。

Murphy＇s Law provides lessons for the government to draw from in its responses to network public opinions. First,since network public opinions test the capability of the government and officials and may result in disturbance,the government must develop a long-term supervision mechanism. Secondly,there exist different kinds of network public opinions and the government must analyze and interpret them carefully by telling their differences and their intrinsic rules. Third,improper handling of network public opinions often lead to serious social problems so the government should try its best to hold its discourse power and take measures to deal with the negative effects brought about by network public opinions.
