政府职能转变视角下的行政观念重构

The Reconstruction of the Idea of Administration from the Perspective of the Transformation in the Functions of Government

由于体制转轨的复杂性和改革的渐进性,我国政府职能转变任重道远。就中国目前政府职能转变的现状来看,传统行政观念成为制约政府转变职能的主要因素,政府职能转变首先需要转变传统观念,建立"公民权利为核心并优先考虑弱势群体利益"和"生态本位"的行政观念,这是突破政府职能转变制约的关键所在。

Due to the complexity of the transition and the progressive of the reform,there is still a long way in the transformation of the functions of the government in China. As the present situation of the transformation of the functions of government is concerned,the traditional idea of？administration has become the major restricting factor in？ the transformation of the functions of government. The transformation of the functions of government need to change the traditional ideas firstly,and establish the concept that＂civil rights as the core and priority the interests of the vulnerable＂and＂ecology-based＂in administration. In this way,the restriction of the transformation of the functions of government will break through.
