城镇化是推动发展中国家社会和经济发展所必须经过的阶段,它是加快农村发展和缩小城乡差别的有效途径。随着我国社会主义市场经济建设取得了举世瞩目的成就,国家开始适时推动城镇化建设。由于中国是人口众多的农业大国,这一特殊的国情决定了中国城镇化面临着举世无双的困难。其中最关键的是城镇化过程中新生居民的诸多权益难以得到有效保障。研究城镇化过程中新生居民合法权益保障问题不仅有利于切实保护新生居民的合法权益,而且有利于中国城镇化进程的科学、合理推进,更有利于维护社会的安定团结和促进城乡经济和整个社会的和谐发展。

Urbanization is the necessary stage to promote social and economic development of developing countries;it is also the effective way to accelerate rural development and narrow the differences between town and country.Along with remarkable achievements of our social market economic construction,the national urbanization construction has been driven in due course.Because China is a agricultural country with a large population,the urbanization of China faces a lot of difficulties under this special national condition.The key is that a lot of rights and interests of new residents in the process of urbanization is difficult to get effective guarantee.Research on this issues is not only beneficial to protect rights and interests of new residents,but also is beneficial to the scientific and reasonable advance of China＇s urbanization process,more conducive to maintain social stability and promote the harmonious development of urban and rural economy.
