打造社会组织“产业链”和“生态圈”——以上海浦东公益示范基地为例

Build the“Industrial Chain”and“Biological Circle”of Social Organizations: take Shanghai Pudong Demonstrative Base of Public Undertakings as Example

作为我国改革开放的前沿地带和综合改革配套实验区上海浦东新区在构建现代社会组织体制方面走出了一条独具特色的创新发展之路。浦东将社会组织的培育和发展置于"公益"的理念和范畴之下,强调公益是一条上、中、下游环环相扣的"产业链",即上游环节(基金会)——中游环节(支持型、枢纽型社会组织)——下游环节(草根型、操作型和社区型社会组织)。从组织生态来看,浦东公益服务园、基金会服务园、社区公益服务园和公益街同处一个园区,共同构成了一个有机共生、完整自洽的"生态圈"。浦东公益示范基地的成功实践表明:一方面,社会组织的培育和发展离不开政府的有力支持,政府应该对社会组织持开放、包容的态度,并努力营造良好的政策环境;另一方面,是社会组织自主治理的内生动力和强烈愿望,以及社会建设和社会治理的内在要求。

As the frontier zone of Chinese reform and opening up and the comprehensive reform trial place, the new Pudong area in Shanghai has found a unique road of innovation and development in terms of con- structing modern organizational structure of social organizations. The cultivation and development of social orga- nizations is put into the concept and category of public welfare, Pudong emphasized that public undertakings is an interrelated industrial chain by its upstream（including the Foundation） , middle part（including the support- type social organizations and the hub-type social organizations）, the downstream part（including the roots-type social organizations, the operation-type social organizations and the community-based social organizations）. From the view of ecological organizations, the Pudong Public Welfare Service Park, the Foundation Service Park, the Community Public Welfare Service Park and the Public Welfare Street are all in the same park, which together constitute an organic symbiosis and complete self-consistent ＂biological circle＂. The successful practice of Pudong Demonstrative Base of Public Undertakings show that, on the one hand, the cultivation and devel- opment of social organizations is inseparable from the strong support of the government, the government should keep an open and tolerant attitude to social organizations, and make efforts to create a favorable policy environ- ment; on the other hand, it is inseparable from the innate motive power and strong desire of social organiza- tions＇ self-governance, and the inherent requirement of social construction and the governance of society.
