杭州低碳生态城市评价体系设计及实证研究 被引量:12

摘要 低碳生态城市已成为中国乃至世界城市未来的发展模式,低碳生态城市的评价研究成为重要问题之一。本研究以杭州为例,依据压力-状态-响应(PSR)模型,从经济发展、社会和谐、低碳生态系统出发,通过指标比较法、层次分析法和多维向量法,构建了5项综合评价指标与35项单项评价指标的评价体系,并以杭州"十二五"规划为中短期目标,对2011年杭州低碳生态城市建设进行了评价和分析。研究表明,杭州低碳生态城市建设在经济和社会发展系统较为平稳,而低碳生态系统则稳定性较差,建城区绿化覆盖率水平较低,工业固体废物处置利用率还出现倒退现象,故应着重加大低碳生态方面的治理力度。 The low-carbon eco-city has become the future development model in China and even in the world,so the research on the evaluation of low-carbon eco-city is one of very important hot topics. By taking Hangzhou city as the example,using PSR model,from the views of economic growth,social harmony,low carbon eco-system,the evaluation systems of 35 single evaluation indicators and 5 integrated evaluation indicators was established with index comparison method,AHP and multi-dimensional vector method. By taking the Twelfth Five-year Plan of Hangzhou as short and medium term goal,the construction of low-carbon eco-city of Hangzhou in 2011 were analyzed and evaluated. The results show that the systems of economy and societ y in the construction of low-carbon eco-city of Hangzhou were relatively stable,but the stability the low-carbon system was poorer,whose green coverage ratio of built-up area was low and especially the utilization rate of industrial solid waste was worse than ever,so Hangzhou city should strengthen the efforts to the system of low-carbon.
