The bid-based literature purchasing is a new literature purchasing mode springing up in the 21st century. This paper expounds the functions of the bid-based literature purchasing, analyzes the shortages of the bid-based literature purchasing, and points out that the public library must retain autonomous purchasing right at the same time of implementing the bid-based literature purchasing.
