This paper describes how the fire supervisors grasp the princi- ples and standards and how to choose the magnitude of the fine, the kind of punishment factor, the punishment at the discretionary administrative penalties, to improve the professional quality of fire law enforcement officers, and it puts forward several ideas on how to strengthen the supervision of law enforcement.
