台湾的大学教师分流与多元升等——从大学教师评鉴机制分析 被引量:3

摘要 在台湾,为确保大学教育的质量,"教育部"除实施大学系所评鉴及校务评鉴外,2005年更透过《大学法》之修订,明确要求各大学应建立教师评鉴制度。迄今,台湾各大学校院因应"教育部"政策均已订定教师评鉴办法,并推动执行。"教育部"对教师评鉴工作的推动,原则上是采取授权各校自订办法的方式进行,并未订颁统一的评鉴规范或评鉴指标与权重。为改善大学教师评鉴升等长期以来"重研究、轻教学"的现象,"教育部"在2013年7月发布《补助大专校院推动教师多元升等制度试办学校计划审查作业要点》,并公开表示,未来将依研究、教学、实务三类型区分教师专长,配合教师评鉴,让学校自行建立完整的自审升等制度,授权学校自行审议教师升等,不需经"教育部"审查。本文是从台湾各大学校院建构的教师评鉴机制切入,挑选部分在其教师聘任或评鉴制度中订有教师分流或多元升等的大学校院为案例,针对"教育部"试办方案构想各校相关制度之运作,进行有关教师分流与多元升等制度之探讨。 The assessment of university faculty has been an important work in Taiwan in recent years. According to the revised University Act of 2005, all universities are required to establish their own systems of faculty assessment, and put them into practice. The experimental project of the tracking system of university faculties, newly initiated and sponsored by the 'Ministry of Education' in 2013, has encouraged universities to reform their faculty appointment and assessment systems, with an aim to retain university autonomy, via having this faculty tracking system be fully implemented in all universities by 2016. But because the 'Ministry of Education' has no clear or unified rules about the university faculty assessment, each university, with the approval of its University Council, has the right to establish its own rules of the game related. This paper mainly aims, via reviewing the revision of related regulations of faculty assessment, to analyze the implementation of the faculty tracking systems in selected universities, and then pinpoint crucial questions worth considering, if the 'Ministry of Education' intends to have its policy fully implemented as designed in Taiwan.
