为解决工程建设安全生产形势依然严峻的问题和排除不规范的工程建设环境给安全监理工作带来的干扰,提出了按照"程序化、标准化、科学化"开展安全监理工作时,要注重解决好3方面的问题:加强对安全控制重要性认识的教育;提高监理人员的综合素质和专业技术能力;教育和督促监理人员用心去做安全监理工作。并结合安全监理实例阐述了如何通过建立健全安全管理保障体系和通过风险分析并结合工程实际状况,制定各种安全监理的措施和方法来开展监理工作,确保工程建设过程中的安全生产。从而得出了做好安全监理工作的根本,就是在不断建立健全安全保证体系,完善安全监理的措施、方法和手段的基础上,切实加强安全生产教育,注重工程建设过程的每一个细节并及时狠抓整改落实,用心去关爱生命,用心履行安全监理的职责。实例中介绍的监理方法,可供其他工程建设安全监理借鉴。

The situation of project＇s safe construction is still severe,and the safety supervision is affected by nonstandard construction environment. In view of this,we insist that safety supervision should be carried out scientifically in strict procedures and standards with concentrated attention,and in the meantime,the awareness on safety control should be strengthened,the comprehensive and technical qualification of supervisors should be improved.We then give several practice examples of selecting measures and methods of supervision by establishing safety management system and conducting risk analysis. On the basis of improving supervision methods,the essence of safety supervision is to strengthen the education on safety construction,to polish on every detail and correct every deficiency in time. Methods introduced in the examples could be taken as reference for the safety supervision of other projects.
