秦将官吏管理和监督制度以法律形式加以确立,在睡虎地秦墓竹简中得到充分验证。学界从简牍出发对秦时官吏犯罪及惩罚方面的研究多集中在官员法律责任的种类及惩处上,本文从睡虎地秦简出发对秦时官员问责制从问责事由、问责惩处方式及遵循原则、实行问责制后的效果等方面加以分析。

Legal forms establishing officeholder management and supervision system is sufficiently verified in Shuihudi Qin- tomb bamboos,from which the types and punishment methods of the officeholder＇s bearing the legal liability are focused more on in scholars＇ researching Qin official crime and punishment. In this article Qin officeholder accountability system is further analyzed on the origin,punishment methods,doctrines and social consequence.
