摘要
截至2013年底,中国已建油气管道总里程约11万千米,其中天然气管道6.4万千米,原油管道2.6万千米,成品油管道2万千米。"十二五"前三年(2011-2013年),国家先后发布了天然气发展和能源发展的"十二五"规划,同时下放部分管网项目审批核准权限,并出台了鼓励天然气基础设施建设和油气储运设施公平开放的政策,促使全国油气管网建设亮点频出:中缅、中贵管道投产,主要干线实现互连互通,天然气输配网络化格局初步形成;地方"气化工程"加速,省域管网建设踊跃推进;"西三线"项目引入社会资本投资,管道建设资本实现多元化;油气管道建设材料和装备国产化率大幅提高;管道运营管理信息化水平显著提升。展望"十二五"后两年,油气管道建设任务仍非常繁重,但要夯实管道安全生产工作,并加强对管道联网有关问题的研究,重点包括:加强国家层面的统筹规划和政策扶持,制定统一的压力等级建设规范,统一规范入网气质条件、适时推行能量计量,以及协调配套储库、枢纽站和分输站建设。
By the end of 2013 China had built a total mileage of about110,000 km of oil and gas pipelines,of which 64,000 km was for natural gas,26,000 km for crude oil,and 20,000 km for oil products.In 2011-2013,the first three years of the Twelfth Five Year Plan,pipeline construction policy became clearer;approval authority for part of national pipeline project construction was decentralized;the government launched policies to encourage construction of the natural gas infrastructure and 'third-party access' to oil & gas storage and transportation facilities;the natural gas pipeline from Burma to China and the pipeline interconnection from Zhongwei to Guiyang were successively put into operation,and interconnection between the pipelines of CNPC and Sinopec was realized,which began giving China's natural gas transmission and distribution a network configuration;as gasification projects in many provinces continued to accelerate,provincial pipelines were actively laid;introducing social investment capital into the third west-to-east gas pipeline project diversified pipeline construction capital;state-owned oil companies abandoned economic interest and took social responsibility for building the pipeline supply network into underdeveloped,remote and backward areas;related materials and equipment industries were ushered into an era of localization by large-scale pipeline construction;the degree of computerization in managing pipeline operations steadily increased.The outlook for the final two years of the Twelfth Five-Year Plan is as follows.Oil and gas pipeline construction work will become very onerous;the Qingdao pipeline explosion drove home that there is no end to the work of managing pipeline safety;issues arising in formation of the interconnected pipeline network are cause for concern in strengthening national-level coordination in planning and policy support to develop:construction specifications for a uniform pressure level,standardized network status conditions,timely implementation of energy metering,and coordinated and complete reservoir,hub and sub-transmission station construction.
