Research on Evaluation Index System of Equipment Acquisition Program

为满足某项已获批准的军事需求,在规划精选阶段需要建立若干装备采购规划,并构建一套评估准则对装备采购的备选规划进行评估。从装备采购规划和装备采购规划评估的定义出发,对装备采购规划的评估指标要素进行了详细分析,在此基础上构建了装备采购规划评估指标体系。

To meet the approved military requirement, establishing some equipment acquision programs and a set of evaluation criterion which evaluates the alternative acquision programs is needed in Concept Refinement stage. Starting from the definitions of equipment acquisition program and equipment acquisition program evaluation, the paper analyses the evaluation index elements of the equipment acquisition program, and on this basis, establishes the evaluation index system of equipment acquisition program.
