十年来基层社会治理中党组织的行动路线--基于多案例的分析

Logic of Action and its Strategies of Party Organizations for Legitimacy at the Grass-Root Level Governance in the Last 10Years

本文以多案例分析为基础,研究了近十年来基层党组织在面对多重社会矛盾的背景下,为维护社会稳定并谋求党组织在基层的政治影响力和权威合法性所采取的行动策略,尝试回答两个问题:第一,十年间基层党组织社会治理策略的演化过程;第二,基层党组织社会治理策略演进的动力以及行动逻辑。研究发现,十年间,在新的社会领域和社会空间中,基层党组织的角色、功能和结构渐进地发生着变化,包括从单纯强调管控功能向强化并拓展服务功能,以回应群众服务需求为方向的转换;从自上而下强化纵向组织系统向横向组织嵌入、覆盖、整合的转换;从政治动员和意识形态的方式向居间利益调适、代表利益的方式的转换;从控制手段向应用多种组织管理技术的转换。由此,寻求新形势下基层党组织与社会互动关系的途径和模式。

Based on casestudy in the field of social governance at grass-root level in the last 10 years, the paper describes that organizations of Party is searching adaptive strategies and tools for innovating its traditional dominated mode, and selecting a new type of governance in order to response to heavy pressures from social transition and reconstruction of its legitimacy and authority. The paper tries to answer two questions：firstly, the process of governance strategy evolution and changes of grass-root organizations in the past 10 years; secondly, its logic of action during the process of evolution and changes. By the research, the authors find out that both function and structure of CPC organizations transform gradually from four aspects during the last 10 years, that are, functional transition from control and domination to residents＇need-oriented public service, structural change from focusing on organizational construction vertically to focusing on organizational embedness and coverage horizontally; transition of management style from political mobilization and ideology to interest adjustment, negotiation and representation and finally transition from employing control tools to multiple organizational techniques such as BPR, collaboration, performance appraisal etc. Actually, CPC organizations at the grass-root level try to reconstruct relationships between the party and people.
