我国住房保障制度变迁与政策选择：一个文献评述

The Changes and Policy Choices of Chinese Housing Security System:A Literature Review

本文运用文献综述法回顾和总结我国住房保障制度变迁研究进展,发现该领域的研究内容主要有三项:一是历史沿革研究,二是制度起源与变迁动力研究,三是制度变迁经验研究。历史沿革研究和经验总结研究较多,制度变迁动力研究较少。研究方法主要以搜集与考订材料的方法和理性制度主义分析范式为主。此外还发现,作为重要的改革推动者,政府在推动过程中,存在政府住房保障职责定位不明确以及中央政府与地方政府间诉求异质等问题,这造成住房保障政策出现法制不健全、分配体制不完善等问题。目前,中国在开展住房保障制度改革时仍需着重理顺中央政府与地方政府关系,明确政府住房保障职责定位等问题。需要运用适当的方法,从不同角度进行住房保障制度变迁动力和住房保障制度改革经验等方面的研究。

This paper uses the method of literature review summarizes the changes of China＇s housing security system of research, found that the study on in Chinese housing security system＇s changes mainly focuses on three aspects： the study of the history of housing security system,the study of the origin and development of housing security system, empirical study of the housing security system changes. Previous studies mostly focus on housing security system＇ s history and the experience summarization. The main research methods are the collection and textual research method and rational system of material analysis paradigm. In addition, in the transition of housing security system, government is an important enabler, but in the process of pushing, problems that government functions on positioning housing security is not clear and the central and local governments＇ different demand cause the housing security policies such as the imperfect legal system and the imperfect distribution system. Above conclusions mean that at present Chinese is needed especially to straighten out the relationship between the central government and local government during the housing security system reform and further defining government functions positioning housing security. Further research is needed to use appropriate methods from different angles to analyze the dynamic factor and the reform experience of housing security system＇s changes.
