中国正处于新型城镇化建设进程中的经济转型和体制转轨时期。新型城镇化建设是人的发展的现实基础并具有导向和规范作用,人的发展是新型城镇化建设的内在条件并对其具有决定性影响。未来新型城镇化建设要坚持以人为本的城镇化发展理念,把握好人的发展与城镇化建设的关系,重点是要推动城乡一体化、完善市场机制和强化政府治理、深化土地制度改革和促进农民市民化,在实践中不断探索新型城镇化发展道路。

China is in a period of economic transition and institutional transition of new urbanization. The new urbanization is the reality-base of human development with directed and normative role, and the human development is an inherent condition of the new urbanization with decisive influence. In the future, we have to adhere to the human-oriented in the new urbanization, to grasp the relationship between human development and urbanization well, the focus is to promote urban-rural integration, improve the market mechanism and strengthening governance, deepen the reform of the land system and increase farmers＇ residents in practice, constantly exploring the way of new urbanization development.
