基于利益集团规制理论的我国药品价格规制研究

Research on Price Regulation of Medicine Based on the Interest Group Theory of Regulation in China

文章认为,药品生产者集团和消费者集团影响政府的能力相差太远,药品消费者集团向政府表达意见的渠道太少,政府在进行药品价格规制的时候偏向药品生产者集团是药品价格虚高的根本原因。因此,解决药品价格虚高问题应从建立有利于各种利益集团合理表达意见的机制、规范药品价格听证会制度和转变政府职能等方面入手。

This article indicates that the root cause of the false price of medicine is that the medicine consumers group to influence the government is quite smaller than the medicine manufacturers group. There are few ways for the medicine consumers group to express their views to the government; the root is that the government shows partiality for the medicine manufacturers group in the medicine price regulation. Therefore, to solve the problems of the false price of medicine should be resolved by establishing a mechanism for all sorts of interest groups to express their views, standardizing the system of the medicine price and transforming the functions of government and so on.
