From the relative perspective of property rights, Barzel emphasizes to distinguish between the legal rights and eco-nomic rights and denies there are absolute property rights. In his opinion, the arising of property rights is a process of con-tinuous development. As one of representative figures of property rights theory in the West, Barzel analyzes the difficulties todefine property rights from the attributes of goods and discusses the division of property rights, in which way he exploresdeeply the public domain and the issues of common rights.
