工程量清单计价模式在矿产勘查投资中的应用

现行地质矿产勘查开发投资管理模式存在预算编制随意性大、预算执行偏差大、财务管理难度大等问题,不利于矿产勘查单位的精细化管理,因此引入工程量清单计价模式非常必要。地质矿产勘查开发项目管理中推行工程量清单计价的市场条件已基本成熟,大量地质勘查成果提供了良好的资源条件,计算机信息通信、网络的广泛应用提供了良好的技术条件,地质矿产勘查开发工作的行业特点具备推行工程量清单计价模式的基本条件。工程量清单计价模式在地质矿产勘查开发投资领域应用的初步设想:一是建立地质矿产勘查开发企业的定额体系和统一规范的计价规则;二是建立与工程量清单计价模式相适应的招投标体系;三是要加大对地质矿产勘查行业软件的开发力度;四是要加大地质矿产勘查行业计价专业人才培养。

This paper points out the problems that are inherent to our current investment management mode in relation to geology and mineral resources exploration and development include the following： there is too many random in budget preparation, large deviation in budget enforcement, and more challenging for financial management. All of these problems go against the reifned management that the mineral exploration units have implemented. Therefore, the introduction of the bill-of-quantity model is necessary. This paper analyzes the conditions for us to pursue the bill-of-quantity model in geology and mineral resources exploration and development project management. These conditions include basically matured market conditions, a good resource condition with a large number of geological exploration results, favorable technical conditions based on the wide application of computer information and communication and network, as well as the basic conditions that the work of geological and mineral resources exploration possess. This paper puts forward some initial ideas for the application of the bill-of-quantity model in the investment in mineral exploration. For example, we must establish quota system and standardized pricing rule for the enterprises which engage in the exploration and exploitation of geological and mineral resources. At the same time, we must establish bidding system which adapts to the bill-of-quantity model. In addition, we also should increase the development of software that is used in the exploration of geology and mineral resources, and increase our efforts to train professionals who will engage in valuation.
