随着我国高等教育和科研国际化的深入和发展,我国农业高校和科研机构的国际交流与合作需求在日益增加。在新时期,因公临时出国作为国际交流的主要途径,呈现出地域分布广泛、领域分布广泛、形式内容多样化、人员分布多样化、出访时间差异化等新特点,因此这对我国农业高校和科研机构的因公临时出国的管理提出了新的要求。

With the deepening and development of the interna-tionalization of higher education and scientific research in China, the demands for international exchanges and cooperations in China＇s agricultural universities and scientific research institu-tions are increasing. In the new situation, temporarily going abroad on business, as a main way of international exchanges, presents some new characteristics, such as a broad geographical distribution, a broad distribution in different fields, diversified forms and contents, diversified personnel distribution,and differ-ent visiting time, which have put forward new requirements for the management of temporarily going abroad on business of agri-cultural universities and scientific research institutions.
