Innovation-driven Needs to Seize Two Opportunities of New Industrial Revolution

18世纪以来世界经济先后发生了三次产业革命:第一次是蒸汽机、冶金和机械革命,第二次是电力、化工和运输革命,第三次是自动化、信息化和智能化革命。目前,第三次产业革命进入到第三阶段,智能化、绿色化和全球化互相交织,正在改变世界经济的战略格局和人类社会的生活方式;第四次产业革命已经进入孕育期,有可能是仿生技术、再生技术和生物经济革命。抓住第三次和第四次产业革命的两个机遇,抢占新科技革命和新产业革命的制高点,是实施创新驱动战略和推动经济结构战略调整的基本要求。在新产业革命的战略机遇期,国家政策性先导投资和风险基金在其中发挥不可替代的战略作用。

Since the 18th century, the world economy has undergone three industrial revolutions： the first is steam engine, metallurgy and mechanical revolution, the second is the power, chemical and transportation revolution, and the third is automa tion, information technology and intelligent revolution. Currently, the third industrial revolution is at the third stage, in which Intellectualization intertwines with green and globalization, and is changing the strategic situation in the world economy and human＇ s lifestyle in society; the fourth industrial revolution has entered the incubation period, which may be bionic technology, renewable technology and bio-economic revolution. To seize these two opportunities of the third and fourth industrial revolution and to grab the commanding heights of the new technology revolution and new industrial revolution is a basic requirement to implement innovative-driven strategies and to promote economic structural adjustment. In the strategic opportunities of the new industrial revolution, the national policy guides investment and venture funds play an irreplaceable role in this strategy.
