资源枯竭型城市财政支出结构实证研究——基于因子和聚类分析

Empirical Research on Fiscal Expenditure Structure of Resource- exhausted City——Based on the Analysis of Factor and Cluster

采用因子和聚类分析方法,对我国6省13个资源枯竭型城市的财政支出进行研究,提取了高级产业、保障产业和基础产业三个主要支出因子,并对各个城市的财政支出结构进行排名,文章还将我国资源枯竭型城市分为偏基础产业支出结构、产业均衡支出结构和偏高级产业支出结构三类,这对优化资源枯竭型城市的财政支出结构和改善政府职能具有重要意义。

The paper studies fiscal spending of 13 resource- exhausted cities of 6 provinces in our country with factor and cluster analysis method.It extracts three main factors,namely the advanced industry,security industry and the foundation industry spending.It alao points out that resource- exhausted cities are divided into partial foundation industry expenditure structure,industry equilibrium expenditure structure and partial senior industry expenditure structure.The results contribute to optimizing the structure of fiscal expenditure of resource- exhausted cities and improving the functions of the government.
