摘要
采用水下生产系统进行深水油气田开发,在设计、制造、安装和操作的过程中,均存在着诸多不确定性的因素,很容易受到技术和投资上的影响,保证水下生产系统应用的可靠性,得到了国外各大石油公司的重视。2009年美国石油协会(API),正式对外发布了关于水下生产系统可靠性与技术风险管理的推荐做法——API RP 17N。该标准是对国际上水下生产系统的可靠性与技术风险管理经验和研究成果的成功总结。该文对API RP 17N应用的目的和范围、适用的工程类型、设备类型及工程阶段以及与其它相关规范的关系进行了介绍,重点阐述了API RP 17N所执行的水下生产系统可靠性与技术风险管理技术。
As we know, there are many uncertainty factors in subsea production system used in deepwater oil and gas field development, from basic design, engineering, manufac- ture, installation to operation, which are easily influenced by technology and investment. To ensure the reliability of subsea production system, major oil companies have been focused on it and recognize in the oil g~ gas industry. The American Petroleum Institute Recommended Practice 17N had been formally issued in March, 2009, in order to support the subsea industry in its implementation of reliability management systems for subsea projects. In this paper, the aims, scope, project types, equipment types, and project stages related to the application of API RP 17N will be introduced, meanwhile, the relationship between API RP 17N and other relevant standards such as ISO 20815, API Q1, DNV RP A203, etc, also will be described. In the rest of this paper, principles of subsea production system reliability ga technical risk management based on the API RP 17N treated as a key topic will be mainly expounded.
