对一条安全生产“国际经验”的反思

Thinking About an International Rule of Work Safety

在安全生产领域,曾经有一种说法认为,依照"国际经验",在工业化加速期,煤炭生产的"高产量"必然会带来"高伤亡"。该"国际经验"对于搞好我国的安全生产有某种合理的正面价值和积极作用。但在安全生产的现实实践中,"高产量"与"高伤亡"并非是简单机械的对应关系。在安全生产实践中,只要发挥好主体人的能动作用,真正确立起以人的生命和健康为本的人本理念,构建一套严格可操作的煤矿安全生产制度体系,依靠企业内部管理制度和外部监管制度的健全完善和有效实施,该安全生产"国际经验"就会被改写,"高产量"就会与"低伤亡"相对应。

In area of work safety, one theory is that high yield of coal production creates the high death tollduring industrialization shifting into the ＇ acceleration＇ phase according to international rule. This kind of ruleis providing useful leverage and positive values for work safety in China. But in practice, this rule will be re-written to say ＂high yield of coal production corresponds to low death toll＂ provided that the government shouldbring into play the initiative and establish the scientific view of health -oriented and life -oriented, constructing operable and strict coal mine work safety system, meanwhile relying on enterprise internal managementsystem and external regulatory systems effectively implement.
