美国州立大学的治理:新自由主义模式——基于对密歇根州州立大学外部治理的调查研究 被引量：1

摘要 密歇根州政府对州立大学除了预算拨款和组织选举或任命大学董事会之外,完全放权。州教育委员会作为州级高等教育规划协调机构对州立大学的治理名存实亡。州宪法赋予了大学董事会对州立大学完全的治理权。各个州立大学各自为政,根据市场需求以"理性经济人"的角色运作。在与州政府、社区学院、其他州立大学等外部环境的互动与协调出现困难时,通过行业组织"州立大学校长理事会"和"商界领袖组织"按自由市场的运行规律自动调节,引领发展,逐渐发展成为典型的新自由主义治理模式。
