Social Autonomy in the Process of Modernization of National Governance System and Governance Ability

改革开放以来,我国在实现经济腾飞的同时也出现了一些社会问题,为此中共十八届三中全会提出推进国家治理体系和治理能力的现代化,这意味着政府与社会和公民之间的合作治理,这是一种政府权力的下放和回归社会,让社会和公民实现自我管理,也即社会自治。政府通过建立和完善一系列的机制,创新社会自治方式,实现政府与公民积极而有成效的合作,最终实现国家治理能力和治理体系的现代化。

China＇s economy has been taking off since it followed the policy of reform and opening, but this policy has also produced many serious social problems. Consequently, the Central Committee put forward a proposal of advancing the modernization of national governance system and governance ability. It means that the governance is based on the cooperation among government, society and citizens ; it also means devolution of power and the power returning to society, which encourages society and citizens to manage themselves, and this is social autonomy. Our government will realize the modernization of national governance and governance system through establishing and perfecting a series of mechanism, innovating the way of social autonomy and making effective cooperation between government and citizens.
