民族旅游扶贫绩效评价指标体系及其实证研究

Evaluation index system of achievements in ethnic tourism to alleviate poverty

利用层次分析法的基本原理,结合德尔菲法和定量模型方法,从长期和短期两个维度构建了关于民族旅游扶贫绩效评价的指标体系,并对广西28个国定贫困县之一的龙胜各族自治县民族旅游扶贫绩效进行了评价。结果表明,2010年该县民族旅游扶贫绩效处于良好等级,但自然村通公路率、劳动人口受教育水平、小学专任教师数、农民人均纯收入等的实际得分与标准得分之间仍然存在较大的差距,影响了该县民族旅游扶贫的绩效。为此,提出3点主要建议:加强基础设施建设特别是道路建设,提高道路质量等级和标准;增强中小学专职教师队伍,建立和完善劳动人口的教育培训长效机制;扩大民族旅游的覆盖面。

The index system about performance evaluation of national tourism poverty alleviation is built from a long term and short term,based on the principle of analytic hierarchy process and combined with the Delphi method and the quantitative model.The study is made in Longsheng County on comprehensive performance evaluation of ethnic tourism to alleviate poverty.The county is one of the 28 national poverty counties in Guangxi.The comprehensive performance evaluation was good grades in 2010.There is still a large gap：standard rate of country road;the labor force education level;the number of full-time teachers in primary schools;the per capita net income of farmers.Three recommendations are put forward：（1 ） To strengthen the road construction of infrastructure,to expand the coverage and improve the quality of road standard;（2）To encrease full time teachers in primary and secondary schools,to improve longterm education for the labouring population;（3 ） To expand the coverage of ethnic tourism.
