新型城镇化背景下苏北农村承包土地经营权流转问题研究——基于徐州市三县一区的调研

The Research of Contracted Land Management Rights' Transfer in Subei Rural Areas under the Background of New-Type Urbanization——Based on the investigation in three counties and one district of Xuzhou

农村土地承包经营权流转对于推动我国农业规模经济、提高农业生产效率具有非常重要的作用。徐州农村土地承包经营权流转流转带来的效益具体表现为:农业现代化水平不断提高,农业适度规模经营日益凸显;农业产业结构得到调整和优化,促进了现代农业的发展;农民收入实现多元化,且有较大幅度的提升。在新型城镇化背景下,农地流转必须打破"三农"格局下发展的束缚,同步推进工业化、城镇化、农业现代化,有计划地通过工业化与城镇化的深入发展来转移农村劳动力,实现人的城镇化,加快农业现代化。

The transfer of ruarl contracted land management rights has a very important role in promoting agricultural economies of scale and improving the efficiency of agricultural production in our country. This paper analyzes the benefits of farmland circulation basised on the introduction of basic characteristics of rural contracted land management rights＂ transfer in Xuzhou. Benefits are specifically embodied in the continuous improvement of agricultural modernization level, the increasing appearance of agriculture moderate scale management, the adjustment and optimization of agricultural industry structure, the development of modern agriculture , the substantial lifting of farmers＂ income and the achievement of income diversification. This paper further studies on the situation of rural farmland circulation in Xuzhoul indicating that Xuzhou＇s farmland circulation must break the bondage of development under the pattern of ＂three agriculture problems＂ and synchronously promote the development of industrialization, urbanization and agricultural modernization. Through the further development of industrialization and urbanization to prepensely transfer rural labor force, realize population urbanization, and speed up the development of agricultural modernization.
